With the never-ending quest to do more with less, a one size fits all approach to training is losing  its luster. Organizations are demanding efficiencies that can only be fully realized by training to the gap between what the learner knows, and what they need to know. This approach to training is called competency-based learning (CBL) and in this session, the presenters will dispel myths about CBL, and provide research based best practices for a step-by-step approach to implementing a CBL program.

The presenters will guide attendees through a quality, easy to understand CBL framework using the International Association for Continuing Education and Training's new Standard for Competency Based Training. Attendees for this session should be prepared to have their paradigms about clock-hour based training challenged in order to examine an innovative way to think about CBL.

By the end of this presentation, attendees will:

  • Recognize the best conditions for applying CBT approaches.
  • Identify and apply common and best practices  in  CBT.
  • Begin the process to create a quality competency model.

Joseph McClary

Joseph McClary, Ed.S., CAE, is the Chief Executive Officer of the International Association of Continuing Education and Training (IACET).  He is also a former education consultant with extensive experience with educational standards, regulation, technology, and course delivery. Joe is an experienced adult educator and served for more than a decade as the Director of Education, Technology, and Special Projects for ARELLO (International Association of Real Estate License Law Officials).   He has worked with regulatory agencies in numerous industries and with more than 400 course providers to assist them in meeting professional education standards.  Joe also was the founding Director of The International Distance Education Certification Center’s (IDECC). Joe has served as an adjunct instructor of education at Faulkner University in Montgomery, Alabama.

Jennifer Naughton

Jennifer A. Naughton, MA Ed, SPHR, is the Principal and Founder at Naughton Consulting. Her passion is around maximizing learning and human capital in organizations. She has 25+ years of experience in the testing and education industries and has consulted with 100+ Fortune 500, not for profit, and government organizations.  

Prior to Naughton Consulting, she was a human capital and competency modeling consultant at Booz Allen Hamilton and HumRRO (Human Resources Research Organization). She also spent more than a decade as a senior leader at ATD (Association for Talent Development) starting up two certification and certification prep programs, building industry competency models, and conceptualizing an extensive stackable credentialing ecosystem. She has a unique combination of research and business perspectives, as well as education and testing expertise. She is a frequent contributor to the creation of industry-wide standards and partnerships, a vocal proponent of using innovation and technology to improve current practices and has delivered several dozen industry keynotes and conference presentations during the course of her career. Manny Straehle

Manny is a consulting assessment, educational and research expert with a number of work experiences with licensure and certification organizations, and over 10 years of experience in the credentialing industry.

Previous Work Roles. Manny has held roles at the Advertising Research Corporation (ARC), Media Broadcasting Company (Pharmaceutical Marketing), National Board of Medical Examiners (NBME), Genesis Healthcare, Prometric, and Green Building Certification Institute (GBCI), and Founding Partner and Chief Assessment Officer at International Credentialing Associates (ICA). He is currently employed as the Senior Psycometrician at Global Information Assurance Certification (GIAC) where he oversees almost 30 information security certifications, where he has maintained ANSI /ISO/IEC 17024 accreditation for 11 of these certifications. In addition, he leads the technical development of GIAC’s information security aptitude exam, which is aimed to be an employment selection tool. In these positions, Manny has led psychometric and testing activities, marketing and survey research, aptitude and employment selection testing, and other research and evaluation projects

Leadership Committee Roles. Manny serves in several leadership positions for credentialing and standards industry associations. He was a committee member that drafted the American Society for Testing and Material’s (ASTM) Performance Standards and Assessment Accreditation. Manny currently sits on the American National Standards Institute’s (ANSI) Committee on Education and is Vice Chair for the Association of Test Publishers’ (ATP) Clinical Division and Founder and Previous Co-Chair for the Association of Test Publishers’ Cross-Divisional Committee. He was former Chair for the Association of Test Publishers’ Certification and Licensure Division. Manny sits on the European Association for Test Publishers; Steering Committee. He also serves as a reviewer for ICE’s ACAP 1100 Standard. He is also a board member of ANSI’s ACAC (food safety standard which is parallel to 17024). Finally, He sits on the Advisory Board for Sparked, a microvolunteering nonprofit organization.

Education. Prior to entering the credentialing field, Manny pursued his doctorate in counseling psychology (earning an M.A. in Counseling from New York University), which focused on personality assessment. He has studied and practiced with experts in group therapy, leading to a post-graduate degree in group therapy from the East Side Institute for Short-Term Therapy. With a depth of knowledge of people and groups, Manny applies these counseling techniques to AERE’s consulting functions, emphasizing the importance of connectivity in relationships while expertly facilitating groups to meet test development requirements. Manny received his doctorate degree from Temple University in Educational Psychology.
