About

In 2020, the Administration for Children and Families (ACF), Office of Head Start (OHS) awarded the UMass Donahue Institute (UMDI) a 5-year, $6 million per-year cooperative agreement to direct the Head Start National Center on Program Management and Fiscal Operations (PMFO). UMDI, in conjunction with its PMFO partners--FHI 360, Zero to Three, and the University of California, Los Angeles (UCLA) Anderson School of Management--was charged with developing resources and delivering training and technical assistance (TTA) to support Head Start and Early Head Start grantees. As described by OHS, Head Start programs promote the school readiness of low-income children under the age of five from the nation's most vulnerable populations through comprehensive education, health, and social services. PMFO functions as part of the TTA system established by OHS. Key components of this system include four national centers (each with a distinct focus area) and 12 regional offices that form the Regional TTA Network. As its name suggests, PMFO focuses on providing professional development and assistance in the areas of program management, governance, fiscal oversight, and organizational leadership. PMFO, like all national centers, provides TTA on two levels. First, PMFO offers TTA to support the development of the specialists working within each regional office. The regional specialists, who are TTA providers themselves, extend this knowledge and skill in their work to Head Start/Early Head Start grantees. Second, PMFO provides TTA directly to grantees in order to improve the knowledge, skills, and practices of Head Start and Early Head Start staff. PMFO typically offers trainings for grantees at regional and national events. The Product Development Team within PMFO is responsible for CE/T administration.
